"The CEMAC Conference of NAFIs" (CAC) held its first meeting in 2017 from 02 to 03 March in Brazzaville, Congo.
This meeting, which followed the 2016 plenary that held last October in Douala, was attended by all NAFIs, CENRAF (FIU of the DRC), CIMA and CEMAC institutions, particularly GABAC and the BEAC.
In addition to the solemn opening ceremony presided over by the representative of the Minister of Finance, Budget and Public Portfolio of the Republic of the Congo, three main items were on the agenda namely:
- A workshop to share experiences;
- The setting up of teams on certain study projects;
- Examination of CAC operational issues.
Concerning the first point and under the moderation of the Chairman-in-Office of the CAC, the Director General of the NAFI of the Congo, four presentations were made to the participants, composed of the personnel of the NAFIs and the financial institutions of the Congo.
It was a question of:
- Presentation of the new CEMAC Regulation of 11 April 2016;
- Presentation of the Directive on the implementation of Recommendation 2 of the FATF;
- Presentation of the general principles for the exchange of information between the NAFIs;
- Presentation of the framework for the exchange of information between the NAFIs and liable persons.
With regard to the second point, the CAC has appointed those responsible for conducting studies on three projects adopted at the Douala plenary in 2016, one official for each NAFI and for each project.
These projects are as follows:
- Collaboration between the NAFIs and community supervision authorities;
- Securing the exchange of information between the NAFIs;
- Collaboration between the NAFIs and BEAC and Alternative Financing of the NAFIs.
On the last point, the CAC members discussed the functioning of this association. For example, they adopted the 2016 Statement of Account, the 2017 Priority Action Plan, and the provisional budget related thereto.
The next CAC meeting will be held in Kinshasa in the DRC in October 2017.
